God guides and misguides

According to the Quran(QS 2:6,7) Allah SWT guides and misguides whom He wills, and seals the hearts of some people from the truth. Does this not imply that it is God who produces bad and misguided people? That misguided peoples are exactly what God wanted them to be.

There are two types of guidance - one is to show the way and the other is to lead the person along the way. The first is given to everyone by God, by sending His Messengers and Revelations to give us guidance on how to achieve the objectives of this life and the hereafter.

Allah SWT says:
"And We certainly sent into every nation a messenger, (with the Command), "Worship Allah and avoid Taghut." And among them were those whom Allah guided, and among them were those upon whom error was (deservedly) decreed. So proceed through the earth and observe how was the end of the deniers."
(QS 16:36).

However, there is a condition attached to the second type of guidance, which is, it must be earned by making use of the first. In another word, knowing the first type of guidance is not enough, it must be followed and obeyed, just like having a GPS is inadequate is one refuses to follow it's directional shown. Refusal or rejection of the first guidance leads to the loss of the second and will result in being misguided.

In the Quran, Allah SWT says:
"Indeed, those who disbelieve - it is all the same for them whether you warn them or do not warn them - they will not believe. Allah has set a seal upon their hearts and upon their hearing, and over their vision is a veil. And for them is a great punishment."(QS 2:6,7)

But the seal is not a random act of Allah SWT but a consequence of one own choice, as Allah SWT says:

"Allah seal the hearts of those who do not want to know(the truth)."(QS 30:59)

"...He causes many to stray, and many He leads into the right path; but He causes not to stray, except those who forsake (the path)." (QS 2:26)

Scholars in their translation of the Quran writes, "When an attitude of obstinate resistance to Truth is adopted, the natural consequences (by Allah's Law) is that the heart and mind get more and more hardened with every act of deliberate rejection. It becomes more and more impervious to the rejection of Truth, just as a sealed envelope is unable to receive any further letters after it's sealed.

This is the Law of God, arrogance and defiance lead to sealed hearts and misguidance while Goodness and Obedience begets righteous and proper guidance. God grants human the freewill to choose to be guided or misguided. Each person is responsible for the consequence of his decision.

In the Quran, Allah SWT says:
"And whoever opposes the Messenger after guidance has become clear to him and follows other than the way of the believers - We will give him what he has taken and drive him into Hell, and evil it is as a destination."(QS 4:115)
